Hold resolution workflow Setup

Summary:

Our client has this requirement to route the specific hold for approval. Say, if the invoice is on Price hold it should require approval once the hold is released by the initiator.

As of now, the Hold resolution workflow just generates a notification which just provides an option to the next level/approver to acknowledge the hold. But the initiator of the invoice can release the hold without the next level taking any action. Is this expected functionality? Is there a way to setup approval in the hold resolution workflow?
