HCM exclusion rules to exclude Departments without using AOR

HCM exclusion rules are not working as expected for Department list.

Requirement : - No access to people data and document records of any worker belonging to the Department = Human Resources, except when the worker is under their position hierarchy.

No access to people data and document records of any worker whose position has the Job = Senior Leadership

I have tried using Exclusion rules when I add only Job list it's working as expected.

When I try to add both Job and Department it's NOT working.
