Address Validation Draft Mode Producing Error for all employees - US OPTE preparation

Summary: We are preparing to switch to the new US OPTE from Vertex at the end of the year. In preparation, we are going to be testing in lower environments. Following the steps outlined by Oracle to success turn on US OPTE is the recommendation to enable the enhanced address validation method for US. The flow has been run for both person and location in draft mode - but all employees (16k) have this error: HRX_US_AV24 : The address was verified to the premise, such as house or building level., HRX_US_GS05 : The geospatial coordinates for this address could be identified to the rooftop or building. Update the input address and try again.
