OSMH–Onprem instance registration fails error “The registration attempt failed with HTTP Status 403"

Symptoms:
The customer is registering on premise client instance with OSMH management station. But failed with the following message
“The registration attempt failed with HTTP Status 403"
Cause:
HTTP 403 error indicates The proxy server blocks or filters the request to Oracle Cloud endpoints
Management station /var/log/httpd/error_log shows
[Mon Jul 21 05:18:26.075049 2025] [access_compat:error] [pid 3845631:tid 140213837887232] [client 170.105.x.x:52292] AH01797: client denied by server configuration: proxy:management-agent.us-ashburn-1.oci.oraclecloud.com:443
The on premise client instance IP address range (170.105.x.x) was not permitted in OSMH management station Proxy configuration ‘Permitted address ranges’ column
