How can we have the $ show on the report when the value is zero (zero replaced with Dash)

Summary:

When cell formatting is being used if positive Prefix "$" and negative prefix "$(" , the report is not showing a $ when the value in the cell is zero (zero replaced with Dash). How can we have the $ show on the report when the value is zero (zero replaced with Dash) but only for specific cells (not all zero values in the report)

Content (please ensure you mask any confidential information): We have the cell formatting, but this is not showing for zeros, #Missings, No Data as it is using the Dash only. We have tried conditional formatting also but this does not align with the other cells as formatted below too. If you add the $ to the Dash formatting, it makes it for the entire report not just a cell - we do not want all zero values in the report to have $, only a select few cells with the $.
