HR Actions Audit Summary on functional for Person, not Workforce Structure

When we access the HR Actions Audit Summary, we can see the graphs for all Person changes however when we select one of the Action Type options on the left such as Create Grades, the Dashboard does not display any results -

Why are we not getting any results for the workforce structure options when selected?
