New Requisition is getting tagged with the rejected requisition

One of the customers is facing an issue while creating requisition in system. Initially user have created a purchase requisition in system, and it trigger for approval, but it got rejected due to approval got expired, and all lines has been cancelled in system and currently this requisition is in "Rejected" status.

Now, when user is trying to create new requisition, system is assigning same requisition number.

After requisition is getting added to cart, when user is trying to edit the requisition line (like updating the description or Justification), it is getting error message as "You can update the requisition only if their status is Incomplete, Withdrawn, Rejected and Returned.
