Why can't I add item to cart directly from catalog search screen in RSSP?

Summary:

Users are unable to select the item and add to the cart directly from the catalog search screen. They would like to select the item, then click 'add to cart'. They are getting the error 'Couldn't add to cart' and thus the need to click the description hyperlink and add it from there - these are additional unneeded steps, in Classic they were able to add directly from catalog screen.
