Why can we not see the "Two-Factor Authentication" tile when configuring User Category?

We are trying to enable Two-Factor Authentication in our fusion environment; however, we are not seeing the "Two-Factor Authentication" tile when confiruing User Category. Are there any additional steps needed to enable this at the environment?

The first screenshot below is our environment where it is missing. The second screenshot is showing what I'm looking for.
