How can we disable the option to submit "Quick Payment" via the "Create Payment" page?

Summary:

We are trying to disable the option to submit Quick Payment via Create Payment as it does not go to the approval flow. We are currently testing some suggestions like the Custom Roles and Page Composer but would like to check if there are other options available. We are also considering the changing of Lookup code name from "Quick" to "DO NOT USE" or a generic short instruction.
