charge account for project related open PO conversion

Summary:

We are migrating open POs from legacy system. The open PO population includes both project-related (billing projects and Capital projects) and non-project related POs.

When migrating project-related open POs, what should be the charge account on these POs? Should the charge account goto CIP Cost account for Capital projects?
