When a filter is applied after ranking total months of service the analytic function no longer works

I have a report to pull the most recent seniority service data to get a list of employees eligible for a service award. My report works up until I set my final filter. Here is what my report looks like when it is working:

When I add a filter for either Anniversary in 2 Months = Yes or Anniversary is Multiple of 5 = Yes, then the Total Months, Seniority Date, and Next Anniversary Date change, and I am now getting an older record for this employee:

I need it to stay on the first record and not return someone with a No on this record and not even look at any other records for this employee. I tried to add selection steps but I'm not sure I did it correctly, as I've never used this functionality. Here is what it looks like:
