Mentoring Implementation Clarifications

We are planning to replace our third-party Mentoring platform with the Mentoring functionality within Oracle HCM but finding innumerable gaps and need clarity.

How can we remove the selected skills categories (available by default)? We only need couple of them to be available specific to our organization and only want to enable those.
How can we upload/ add new skill categories to the system? if it's through HDL, can we have a sample template.
How can mentor and mentee enter a partnership agreement before the mentoring plan is initiated in the system?
