How to enable Cloud Product Hub Portal for Internal Business Users

We have several business users who does not need access to Oracle Cloud Product Hub for product maintenance. However, those users need to request new products and provide information related to the products to the data stewards. We are looking to use the Product Hub Portal for that purpose. We see the documentation for enabling product Hub portal for supplier contact users. But how do we enable the same functionality for internal business users
