What security is controlling the "Hiring > Offers" page

Summary:

Hello Everyone,

Does anyone know what security is controlling the "Hiring > Offers" page.

We have 2 role,

• Recruiter to view specific recruiting type job requisition & candidate
• Recruiting Lead to view all job requisition & candidate

When I assigned these 2 role to 2 different person with only this 2 role.

Recruiter: 22 Requisition; 33 Offers; 97 Candidates

Recruiting Lead: 102 Requisition; 11 Offers; 1761 Candidates

I would like to check what security controlling the Job Offers page, as Recruiter seems view more offer than expected, while Recruiting Lead seems view less offer than expected.
