Have all the lines in the PR linked to agreement in redwood

Summary:

We have a requirement to have a validation that all the PR lines should be linked to an agreement number. We should not allow any PR to be created with partial ( 10 lines in the PR, 4 linked to Agreement and 6 are not). We need to stop this kind of the PR from submitting errror.

can any one let me know how to do this in the redwood validation
