We have a requirement of alert to be assigned to employee upon course is assigned without offering

Summary:

• When a learning course is published without an offering and the learners are added to the course, an alert should be sent out to the learners “currently the course XYZ does not have any active offerings”. At this stage, the assignment status of the learners will be “No active offering”.
• Later, when the same course is updated with new offerings, the learner from the course needs to get an alert “the course XYZ is now updated with new offerings, they can enrol to the offering if needed”

Checked the learning item details, as the update will be made to the learning item. But don’t see any attribute like creation date that can be used.
