Position Incumbents Validation not working after 25C

We have enabled most Redwood profile options. Position Incumbents validation is no longer being triggered after applying 25C quarterly update. We should be getting messages like this when performing actions such as Transfer, Add Assignment, Change Working Hours, Change Assignment when the position Overlap flag is violated and/or FTE/Headcount is exceeded.

No error/warning is displayed and the user is allowed to continue with the action.
I have verified that Position Incumbents Validation is still set to YES at the enterprise level.

Is anyone else encountering this?
