Why does the CPP and EI balances get calculated for the entire year after employee transfer?

Summary:

We are trying to update employee transfers in mid-year to revise the workforce budgets. When an employee is transferred in the system starting June, the CPP and EI gets calculated for the entire year in the "transferred to" department. In "transferred from" department the values stop calculating after May. Please let me know what needs to change in the system for benefit transfers to work correctly.
