Employee is unable to see homepage actions or update their Contact Info despite correct roles in 25C

Employee is unable to view any homepage actions in Oracle HCM Cloud. Additionally, when navigating to the Contact Info page, the employee is unable to make necessary changes to their details. This issue appears to be for every employee in system.

We have verified the employee’s role assignments and data security profile, but the issue persists.
