Is Talent management license is mandatory is to use Profile types?

We’re implementing Oracle Recruiting Cloud and want to use Profile Types for linking competencies, skills, and qualifications to jobs, positions, and candidates.

I understand the Talent Management license may be required for creating and using Profile Types and related features like profile matching. Can anyone confirm if the license is mandatory, and if not, what profile functionality is still available in ORC/Core HR without it?

Also, has anyone implemented ORC without Talent Management and found workarounds for capturing basic skills/qualifications?
