Transfer page in redwood unavailable for HR Administrator role

Summary:

Hello ,

We have recently turned on redwood for core HR and we cannot see the transfer page from a HRBP role in redwood which is weird. We tried adding standard Human Resource Analyst and Human Resource Administrator and still it doesn't show up. Are we missing any setup.
