User Cannot login after Resetting Factors

Oracle forced us into MFA over the weekend and for some reason users are having a hard time logging in even though it was already setup before the migration. I tried resetting their factors after being told they would just need to re-enroll and now they are seeing this page and can't enter their username and password. Does someone know how to fix this?
