Requester is not able to Create Work Confirmation although he has all the access.

Requester unable to create work Confirmation with all required roles.
Injest Jobs has also been executed.
Although he is able to see the Work Area but PO details are not coming.



Strange part is when I'm defining a requester as Procurement Agent in the system with FUll access for PO, only then he is able to create Work Confirmation which is not a best practice i guess.
Can anyone pleas help me out here with the proper solution where i do not need to define him as an agent and still he ables to create WC.
