Payment status "Pending action to address acknowledgment failure", what does it means?

Hi expert,

I am trying to test bank acknowledgement file without having bank server/connection using mock file using Trans. config. for inbound. and based on actual payment file in .xml & also based on bank provided sample ack file. but struggling a bit and can see it stuck with status "Pending action to address acknowledgment failure". can you suggest how can we should proceed to get bank Ack file without having bank server/connection.
