Capture candidates details without req

Summary:

Is there a way for candidates to enter their details using our career centre without a requisition attach to it? We want to use it when we go to career expo but no position yet. We want it in a career centre so when they enter their details etc. they can receive auto reply which is specific to the career expo they attended to.
