grade level security

We have some 10 HR users have belonged to some specific country and that user can see that country specific user details.

but in the grade page and grade steps and ladder page they can see other country grade also so we want that UK HR only can see UK grades. and US HR only can see US grades on setup and Maintenace work area.

We know person management level we can do that but on that setup page how we can do we are not able to see any option. Please suggest on that.
