Taleo Support Model - how many systems admin / super-users do you have?

We are currently in the process of reviewing the support model that we have in place for the Taleo system, on a global basis. This will include:
- How many systems admin do we need globally?
- How should configuration changes to the system be agreed?
- How many super-users should we have globally? What should the scope of the super-user role be?
We would be really interested to hear from other orgnisations about the support models that you have established.
