Learning Initiatives not Reassigning as expected

Summary:

We are having several issues with Learners automatically being withdrawn from Initiatives because they no longer meet the initiative criteria (expected behaviour) but when they once again meet the criteria they are not getting reassigned - the assignments stay in a withdrawn status and we have to manually activate the assignments. We have seen this happen when Learners are assigned using Learning Analysis Report Criteria and Person Criteria. We are discovering more and more of these scenarios, but if we backtrack to when they started, it looks like since getting 25B.

Is anyone else experiencing issues with initiatives? Just wondering if there might be some scheduled processes we should have running in addition to "process learning records" or any other troubleshooting we can look at. We went live with Learning last November but are still trying to understand the Initiative behaviour for different scenarios.
