Usage from Item Management to Inventory Management

Customer has AutoAccounting Setup for Revenue as "Standard Lines". Current Interface between bespoke system works fine with "Standard Lines" setup. But Project Billing cannot look at "Memo Lines", hence we have to change existing setup of "Item Master Management" usage from Item Management to Inventory Management. This change is required as it allows to update "Sales Account" for Items. And this setup in turn can be used alongside "Standard Lines" setup in AutoAccounting. We just want to create 1 dummy Item for Project billing to process Transaction to get processed via AutoInvoice Import process."

Can Usage change from Item Management to Inventory Management invoke licensing/cost?
