External Learner Access and situation of Licence for external leaners

We want to set up OLM for our company. However, there is a need to enroll external (non-employee) learners in some of the company's courses. These individuals do not require system access—training administrators will manage these external learners themselves.

Do these external learners require a license? Your answer is crucial for procurement.
