Queue not visible in Manage Service Assignment Rules

Summary:

Hello Everyone.. We have migrated HRHD to services as part of REDWOOD migration and as most of the components got migrated successfully, we noticed the queues under the assignment rules are missing. While we are trying to add the queries manually the list of values are not showing all the available queues available in the system.
What could be the possible cause of this?
