Recruiters not receiving expired job requisition notifications

Summary:

We have been having trouble getting the expired (unposted) job requisition notifications to trigger to the recruiter.
The Alerts are enabled and are being sent to (Worklist) - ${RequisitionRecruiterUserName}

When I view the Alerts History for each of the above, it appears that each time it generated, it has failed.

I also have the scheduled process "Send Requisition Posting Expiration Date Notification by agency" running daily. That is the only scheduled process available for this alert, but I feel that it's not correct due to it being a notification for "agency". When I look at Oracle's definition of Agency, it's a third party. Our recruiters are not third party.
