How can we make the withdrawal reason mandatory when a PO is withdrawn?

When a Purchase Order (PO) is withdrawn, the system must enforce the entry of a withdrawal reason. Currently, the reason field is optional, which allows users to withdraw a PO without justification. To ensure traceability, the system should be configured so that providing a withdrawal reason becomes a mandatory prerequisite before the withdrawal action can be executed and finalized.
