User id not created for employee automatically

Summary:

When an employee is hired in the system the User Id gets automatically generated. However in case of one employee ( Dr Ajay Kumar -Emp Number- 40005390) the User ID did not get generated automatically.

During the time of hiring the employee work email was also created.

There are multiple employees are available with similar name (first name and last name). This could be the reason. Generally it automatically creates user id in such scenarios as well.

We have tried to check from the back end as well from google where it is mentioned that  - User 'Default' category has the setup to create the user account using 'email address' but all the users were added to system without any work email address.
