Shared Candidates Issues

We're experiencing some of the same problems as a lot of other global/large companies with recruiters in vastly separated locations accessing a shared database of candidates and occasionally stepping on one-another's toes by inadvertently contacting candidates who are already in a recruitment process under another recruiter's requistion.

As an attempt to alleviate some of these frustrations, I'm trying to create a report that I can schedule to run and send to a recruiter showing any candidates on an open role belonging to that recruiter, who are ALSO beyond a certain CSW step or status on a req owned by another recruiter.
