How does Oracle use "Eligible for Pretax Age Catch-Up Contributions" on Reporting Information Card?

We are already aware of several employees who will be age 50 or older at the end of 2026 and have already exceeded 145,000 in their 2025 FICA earnings. Can we create Reporting Information Cards for these employees now using a January 1, 2026 effective date or do we need to wait until after we process the last pay period in 2025, as we want to make sure we don't impact any 2025 pay checks? Does Oracle look at the effective start and end dates of the Reporting Information Card when it "Checks whether the employee is marked
