Sign-in/sign-out REST API in fusion w/ IAM will be costed?

Summary:

By updating user identity services associated with a Fusion environment to OCI IAM, the Sign-in Sign-out REST API from the previous authentication platform is no longer available. In environments migrated to OCI IAM, login/logout audit reports are now obtained using OCI Audit.
 My customer currently using Sign-In/Sign-Out REST API and they encountered an error after OCI-IAM upgraded in the Test environment.As we provided the following solution in MOS which refers to "OCI Logging" they are concerned if an additional OCI subscription cost will be incurred.

I understand that this logging service also provided with Fusion SaaS.but Are there any charges for using this service in Free Cloud console ?
