Redwood - 25C Users cannot create Personal Payment Method Bank info drop down is blank and goes away

Hello,
We went live on Redwood with 25C.
Our users when going into the Redwood Personal Payment Methods, create new account, fill out the fields in Detail, direct deposit, etc.
Then in Bank Details, New Account, put in the Account Number, Account Type = Checking. But when we go to the 'Bank' field drop down and click on it, there is no data and the drop down immediately closes.
We are wondering if we need to add a Role / Data security Policy that for some reason is not already enabled for our uses to see the 'Bank' information, and then add Bank Branch with is greyed out and routing. Or some other solution.
