How to Enforce Spouse Record Validation Before Updating Marital Status in Redwood UI?

Business Requirement:
The customer requires a validation rule to be implemented for updating an employee’s marital status. Specifically, when an administrator attempts to update the employee’s marital status to “Married”, the system must first verify whether the employee’s spouse is recorded under the Family and Emergency Contacts page. If no spouse record exists, the system should prevent the administrator from completing the marital status update.
