Impact of 'View All' Organization Security Profile on Custom Role Visibility Across Entities

We have created a custom role ADGE TAL Manage Global Mobility and this role is used for global transfers of employees. Since the requirement is to view all entities, so the organization security profile has been selected as View All. This is affecting other roles which have custom created organization security profile for their own respective entities wherein, users are able to see other entities in the dropdown. Is this an expected behavior?
