Commentary not able to be deleted from FCCS

Has anyone had a comment in the FCCS application that cannot be removed and also appears erroneous on forms and along new accounts where the comment was not entered?

I think I may have entered it against a parent level of dimensions with single time dimension on a form and now it is stuck in the app and I cant seem to see how to get rid of it. I have recreated the form with the intersection and can see the comment, but it shows as read only and I cannot figure out how to remove it. Anyone had something similar? Please let me know how to fix before I log an SR with Oracle.
