AZA: Reassign Direct Reports during approval

Summary:

Is there a way I can Force a manager to Edit the Resignation and the Require them to reassign the Direct Reports? It works correctly when a Manager Terminates a manager - they are currently required to reassign the direct reports, but not when they are approving the resignation of a manager.

Is there any way to do this?
