The HDL load for Blank Standard working hours is getting successful but not reflecting in assignment

in Human Capital Management

after the invisible field called "Assignment Standard working hours" was defaulted to Standard working hours, we are filling all the blank assignment standard working hours for all the effective dates to get the FTE 1.
for few person numbers the HDL load is getting successful but not reflecting in the assignments.
what would be the reason? is there way to resolve this issue?
