How to create an invoice with an incomplete status from a PPM contracts

After creating an invoice from a PPM contract and linking it to AR, when I check the invoice in AR, it is already marked as complete. Is there a way to create it with an incomplete status?

Please let me know if there is a way to link invoices from PPM to AR with an incomplete status, including settings and processing methods.
