Actions list not showing in redwood Change Assignment page

We have recently moved to Redwood pages in HR Module. But we are facing the issue where Line Managers are not able to see any actions in "What's the way to change Assignment" field.

Our Line Manager role is a custom role. However the problem is this issue was not coming in Responsive Interface. Its only redwood interface. HR are able to see the actions.

When I assigned the standard line manager role to the user, the actions started showing up. I then compared Standard Line Manager and my custom line manager role but there is no privilege or duty for showing Action and Action Reasons.
