Oracle Fusion - Access Certification filter problem

Hi everyone, I'm having a problem with Access Certification in Oracle Fusion. When I launch an access certification campaign, in the Scoping Filters section, I need to filter by business unit. So, after adding an Access Entitlement, I also add an Access Condition with the "Business Unit" attribute, condition: "Equals," and enter one of the values ​​from the drop-down menu (e.g., Croatia) as the value. After completing the job and after completing the finalizing phase, Access Certification is activated even for users who aren't members of the Croatia Business Unit, so the Access Condition isn't working properly.
