Service Items in Item Master Without Unit of Measure – Is It Possible?

Business Requirement:
Our customer wants to manage services through the Item Master instead of using free-text requisitions. Employees should only be able to select predefined service items, and the description must remain fixed (not editable).

Current Situation / Issue:
By default, Oracle Fusion requires a Primary UOM when creating an item. However, for services the customer does not want to use a unit of measure, as it does not make sense in their business context. They would like to avoid forcing requesters to select a “fake” UOM like “Each” or “Service”.
