Data Load Rule "Date format for date data" ignored for User Preferences date format

Summary:

The "Date format for date data" setting in a Data Management integration is being ignored and the user running the integration user preference date setting takes priority.
e.g. the OOTB integration to create projects in PPM uses MM-DD-YYYY but the user preference is set to DD-MM-YYYY causing the integration to fail as it is using the European date format of the user instead of the setting in the integration. This also causes issues with the OOTB workforce integrations as they use the European format. This means that the user running the integration keeps having to change their user preferences depending on the integration being run. This also causes issues with scheduling as 2 different accounts will need to be used.
