How to apply the below "Tax Options" in Application ?

I'm reviewing the settings in Manage Application Tax Options and would like to understand the purpose of the following options: Client Enhancement, Project, and Retention.
Additionally, I would appreciate guidance on how to properly implement or apply these options in the application.
